Marshall Walker is the Director of Planning and Development for Rockdale County. As Planning and Development Director, Mr. Walker oversees comprehensive planning, development review, zoning administration, code enforcement, economic development, business and alcohol licenses, building and development permits and inspections, the forestry timber harvesting program, engineering services related to drainage issues, and storm water management. In addition, he leads the operation, planning, administration, financial management and intergovernmental relations for storm water related infrastructure activities.
He brings to Rockdale County more than 35 years of leadership experience in local government. Mr. Walker joined Rockdale County in 2000 as a Principal Planner in the Department of Public Services & Engineering’s Planning & Zoning Division, where he developed ordinances and was in charge of the major update of Rockdale County’s Comprehensive Plan. He also served as the Department’s Assistant Director from 2005-2011.
Prior to joining Rockdale County, Mr. Walker worked in various positions within DeKalb County’s Planning Department as well as the DeKalb County Library System.
Active in the community, Mr. Walker is a graduate of the 2013 class of Leadership Rockdale. He also completed the Georgia Academy for Economic Development’s Regional Economic Leadership Development Program in 2011 and the Atlanta Regional Commission’s Regional Leadership Institute in 2007. Mr. Walker earned an undergraduate degree in psychology and a Masters of Business Administration from Georgia State University.
